In 2002, the national FCF executive committee made the decision to make the scout selection process consistent with the overall Royal Rangers program, specifically Ranger of the Year. The scout selection process would now be a testing process that is based on the individual skills of the scout candidate. To continue to be consistent with the ROTY, there would now be a National Scout from each region, for a total of eight Scouts. The scout candidate who achieves the highest score on the scout testing will become the National Scout for the region, and the first runner up will be named as the Territorial Scout for the region. These boys are honored by receiving a scout gorget for their respective title and a pine green name plate. The National Scout becomes a member of the National Royal Rangers Council for a two year term with full voting rights and is a member of the national staff. The Territorial Scout becomes a member of the Regional Staff for a two year term. These boys wear the national staff and regional staff patches on their uniforms.
